The device then holds onto that signal and gives users access to where that phone is located. A number of US agencies and law enforcement groups including the <a href=\"https:\/\/www.engadget.com\/2017\/05\/19\/federal-agents-used-a-stingray-to-track-an-immigrants-phone\/\">FBI<\/a>, <a href=\"https:\/\/www.engadget.com\/2015\/12\/01\/irs-stingray-surveillance-search-warrant\/\">IRS<\/a>, <a href=\"https:\/\/www.engadget.com\/2017\/08\/20\/ice-insists-does-not-use-stingrays-track-undocumented-immigrants\/\">ICE<\/a> and <a href=\"https:\/\/www.engadget.com\/2016\/08\/16\/baltimore-police-stingray-phone-surveillance-fcc-violation\/\">police forces<\/a> are known to use Stingrays and their use has been <a href=\"https:\/\/www.engadget.com\/2017\/09\/21\/court-stingray-without-warrant-violates-fourth-amendment\/\">challenged<\/a> in <a href=\"https:\/\/www.engadget.com\/2017\/11\/16\/judge-rules-nypd-needs-warrant-cell-site-simulator\/\">court<\/a> multiple times.<\/p>\n<p>Though the DHS acknowledged that cell-site simulators are suspected to be in use in Washington, the agency provided little else in the way of information about who might be using them or why. The agency didn&#8217;t say exactly what type of devices were found to be in use or how many were detected. Christopher Krebs, who leads the DHS&#8217; National Protection and Programs Directorate, said in the letter to Wyden that the agency doesn&#8217;t have the resources to continuously detect these devices but that it did share its findings with &#8220;federal partners.&#8221;<\/p>\n<p>In 2014, security-focused firms performed <a href=\"https:\/\/www.washingtonpost.com\/world\/national-security\/researchers-try-to-pull-back-curtain-on-surveillance-efforts-in-washington\/2014\/09\/17\/f8c1f590-3e81-11e4-b03f-de718edeb92f_story.html?utm_term=.2f21c6f994eb\">public sweeps<\/a> in Washington, with the aim of spotting cell-site simulators near government buildings like the White House, the Pentagon and the Supreme Court.
