A final vote is expected to pass the bill on Thursday.<\/p>\n<p>The South Carolina Fetal Heartbeat and Protection from Abortion Act (<a rel=\"noopener noreferrer\" href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/1.htm\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/1.htm&amp;source=gmail&amp;ust=1611352786084000&amp;usg=AFQjCNEmumGqn9nbGcAcMQ_68A1razvFWw\" target=\"_blank\">Senate Bill 1<\/a>) received a second reading favorable vote of 29-17.<\/p>\n<p>The bill would prohibit abortions after an unborn baby\u2019s heartbeat is detectable, typically about six weeks of pregnancy. Exceptions would be allowed for medical emergencies and risks to the mother\u2019s life. Abortionists who violate the law could face a $10,000 fine or imprisonment for up to two years.<\/p>\n<p>The pro-life legislation has the potential to save thousands of babies\u2019 lives each year. The state health department reported more than 2,500 abortions after six weeks in 2019.<\/p>\n<p><a href=\"https:\/\/newsadvance.com\/news\/national\/govt-and-politics\/s-carolina-senate-oks-initial-vote-to-ban-most-abortions\/article_a5b336e7-a41c-5109-a6c0-88a9d096bc72.html\">Here\u2019s more:<\/a><\/p>\n<div>\n<blockquote>\n<p>Democrats promised a tough fight both through filibuster and any legislative machinations they can find, but with just one Republican in the chamber voting against the bill, their chances to stop the bill seem dim. Sen. Sandy Senn of Charleston was the only Republican to vote against it.<\/p>\n<\/blockquote>\n<\/div>\n<blockquote>\n<p>The bill requires doctors to use an ultrasound to try to detect a fetal heartbeat if they think pregnant women are at least eight weeks along. Henry McMaster, a pro-life Republican, promised to sign the bill if it reaches his desk.<\/p>\n<p>\u201cLet this be the year that we further protect the sanctity of life \u2014 with the heartbeat bill,\u201d he said during his state of the state address earlier this month. \u201cIt\u2019s time to vote. Send me the heartbeat bill and I will immediately sign it into law.\u201d<\/p>\n<p>South Carolina lawmakers have been trying to pass a heartbeat bill for years and, after Republicans gained seats in the state legislature in November, many hope 2021 will be the year.<\/p>\n<p>Polls suggest many Americans support strong limits on abortion.\u00a0<a rel=\"noopener noreferrer\" href=\"https:\/\/thehill.com\/hilltv\/what-americas-thinking\/443879-poll-majority-of-voters-think-6-week-abortion-bans-arent-too\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thehill.com\/hilltv\/what-americas-thinking\/443879-poll-majority-of-voters-think-6-week-abortion-bans-arent-too&amp;source=gmail&amp;ust=1611352786084000&amp;usg=AFQjCNG2q_X2UscTVeZPRcMTlaM3J0oc3Q\" target=\"_blank\">A 2019 Hill-HarrisX survey<\/a>\u00a0found that 55 percent of voters said they do not think laws banning abortions after six weeks \u2013 when an unborn baby\u2019s heartbeat is detectable \u2013 are too restrictive.\u00a0<a rel=\"noopener noreferrer\" href=\"https:\/\/www.lifenews.com\/2018\/06\/11\/gallup-poll-53-of-americans-want-all-or-most-abortions-made-illegal\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.lifenews.com\/2018\/06\/11\/gallup-poll-53-of-americans-want-all-or-most-abortions-made-illegal\/&amp;source=gmail&amp;ust=1611352786084000&amp;usg=AFQjCNGWDycFYxCRBITH89T5RXCVPHv5HQ\" target=\"_blank\">Gallup polls also consistently have found<\/a>\u00a0that a majority of Americans think all or most abortions should be illegal.<\/p>\n<p>A number of states have passed heartbeat laws in recent years, but most have been banned from enforcing them due to legal challenges by abortion activist groups.<\/p>\n<p>Drexel University Law professor David Cohen<a rel=\"noopener noreferrer\" href=\"https:\/\/www.live5news.com\/2021\/01\/21\/sc-heartbeat-bill-heads-full-senate-after-lawmakers-vote-out-exceptions-rape-incest\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.live5news.com\/2021\/01\/21\/sc-heartbeat-bill-heads-full-senate-after-lawmakers-vote-out-exceptions-rape-incest\/&amp;source=gmail&amp;ust=1611352786084000&amp;usg=AFQjCNEHBFNTUNyGnuklJRmR-FbNATkVMA\" target=\"_blank\">\u00a0told WCSC 5 Live<\/a>\u00a0that abortion advocacy groups have been winning against heartbeat laws in court.<\/p>\n<p>\u201cACLU, Planned Parenthoods, and the Center for Reproductive Rights, and unless the Supreme Court overturns Roe,\u201d Cohen said. \u201cThey will all win. And when they win they will get money from the people of South Carolina.\u201d<\/p>\n<p>Other states with heartbeat laws include Georgia, Iowa, Kentucky, Mississippi, Missouri, North Dakota, Ohio and Tennessee. However, all of the states have been blocked from enforcing them by court orders.<\/p>\n<p>Some pro-lifers have renewed hope that the U.S. Supreme Court will uphold an abortion ban and overturn\u00a0<i>Roe v. Wade<\/i>. Others, however, are hesitant because of concerns about losing the court battle and being\u00a0<a rel=\"noopener noreferrer\" href=\"https:\/\/www.lifenews.com\/2017\/07\/21\/taxpayers-will-have-to-pay-planned-parenthoods-156000-legal-fees-after-it-got-away-with-breaking-the-law\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.lifenews.com\/2017\/07\/21\/taxpayers-will-have-to-pay-planned-parenthoods-156000-legal-fees-after-it-got-away-with-breaking-the-law\/&amp;source=gmail&amp;ust=1611352786084000&amp;usg=AFQjCNEPDsD4YpNZpZvBmUz_X3fh70lRgw\" target=\"_blank\">forced to reimburse pro-abortion groups for their legal fees<\/a>.<\/p>\n<p>Though the high court currently has a conservative majority, Chief Justice John Roberts, who was nominated by a Republican president, has sided with the liberal justices on a number of occasions.<\/p>\n<p>North Dakota and Arkansas passed heartbeat laws several years ago, but federal courts\u00a0<a rel=\"noopener noreferrer\" href=\"https:\/\/www.lifenews.com\/2014\/04\/16\/judge-overturns-north-dakota-ban-on-abortions-after-six-weeks\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.lifenews.com\/2014\/04\/16\/judge-overturns-north-dakota-ban-on-abortions-after-six-weeks\/&amp;source=gmail&amp;ust=1611352786084000&amp;usg=AFQjCNFm7fbgv563IAlJZzqKqCxfrSlotQ\" target=\"_blank\">struck down both laws<\/a>.<\/p>\n<p>The Eighth Circuit Court of Appeals said the following about its ruling on the six-week abortion ban: \u201cBecause there is no genuine dispute that (North Dakota\u2019s law) generally prohibits abortions before viability \u2014 as the Supreme Court has defined that concept \u2014 and because we are bound by Supreme Court precedent holding that states may not prohibit pre-viability abortions, we must affirm the district court\u2019s grant of summary judgment to the plaintiffs.\u201d<\/p>\n<p>The Supreme Court took away the states\u2019 ability to protect unborn babies from abortion under\u00a0<i>Roe v.
